Wisconsin’s assembly and senate have passed a bill that would combine the Wisconsin No Call List with the National Do Not Call Registry. Senate Bill 155 would transfer all telephone numbers currently on the Wisconsin No Call list, maintained by the Department of Agriculture, Trade, and Consumer Protection (DATCP), to the federal list maintained by the Federal Trade Commission. The bill eliminates the state’s do not call list entirely and requires telephone solicitors to subscribe to the National DNC Registry; however, the Wisconsin state law would still govern how exemptions may be used to override a registration of a Wisconsin telephone number on the federal list.

The bill would still require telephone solicitors to register annually with the DATCP, and the annual registration fees, the most expensive of any state reaching as high as $20,000, would still be based on the number of telephone lines used by the solicitor. Whether the fees will remain this costly is still unknown.

The purpose of the bill is so the DATCP may focus more on enforcement of Wisconsin’s current solicitation laws. The bill is currently with Governor Scott Walker waiting for signature.
